With unemployment at record levels and property price falls accelerating in many areas, good news from Spain is thin on the ground.

Much has been made of Spain’s property glut but it seems that in the Costa del Sol at least, falling prices are beginning to clear the market.

According to the Association of Builders and Developers of Malaga (ACP) 10,000 new homes were sold in Malaga province in 2011 which is nearly half the 25,000 new homes on the market at the start of last year.

Could this be the start of shortage of property in established holiday home areas?

Ironically the answer is probably yes, although it may take some time.  

Holiday home markets were hit fast and hardest by the crisis but since then international demand has proved more robust than demand from the domestic market.

Sales volumes are still significantly lower than their peak levels but new supply is likely to be subdued for a long period.  Property markets work in long time lags and construction levels could take at least five years to return to “normal”.

In established destinations such a Marbella, where international demand is strong, 2012 could be the last year it’s possible to pick up real lifestyle bargains.

Michael Liggan is the CEO and chief bargain property hunter at Altavista Property Spain

It was Fabio Capello’s lowest moment. In the immediate aftermath of the humiliating 4-1 defeat by Germany at the 2010 World Cup, as he surveyed the wreckage of his South African campaign, he said wistfully: ‘I remember Denmark in 1992, they came straight off the beach to win the European Championship.’

In truth, it was an admission of failure. He had just watched England’s supposedly world-class players not just being out-passed and out-classed by a young Germany side in one match but staggering through the entire tournament in a zombie-like state, devoid of energy or enthusiasm.

Capello could not help but contrast it to the joy of other nations at World Cups and European Championships. The ultimate example were those victorious Danes in 1992, a team invited to participate only at the last moment after the expulsion of Yugoslavia and who had literally been summoned from the beaches to play.

If England will not go quite that far in the run-up to Euro 2012, Capello will still be trying something similar. Having concluded that the primary reason for English failures at major tournaments is lethargy, both mental and physical, Capello is searching for a psychological trip-switch to free the players from the straitjacket of fear and fatigue that inhibits them.

So boot camp is out for 2012; beach camp is the way forward. England are off to Marbella to prepare for Euro 2012. A recent article published by the Financial Times highlights the fact that confidence is returning to the property market on the Costa del Sol – and in particular the evergreen favourite of Marbella.

The article says: “The noise of drills and hammers has returned to Marbella as homebuilding begins again after a five-year gap. Figures from Spain’s ministry of development show that nationally prices have fallen 23 per cent since the first half of 2008”.

Renewed construction is a good sign for the area, indicating there is still a strong demand for quality homes in this popular destination. But there are plenty of existing bargains to be snapped up by canny investors as well. Says Michael Liggan of Altavista Property, “We all know property prices have dropped on the Costa del Sol. At the Reserva de Sierra Blanca scheme in the north of the town, 36 new apartments are being built. The FT article says: “Prices start at €1.15m for the three-bedroom apartments which are scheduled for completion in 2013. Half have been sold off-plan, with Russians the biggest buyers. Developers are gaining confidence from five infrastructure projects, three of which are under way”.

The first of these is the San Pedro Bypass, which is scheduled for completion in early 2012, and will divert traffic from Marbella city centre, relieving congestion during busy summer months. Secondly, Marbella’s beach promenade, the Paseo Maritimo, is undergoing €10m of upgrades and extensions. Thirdly, Malaga Airport, where a third terminal opened in March 2010, is scheduled to have a second runway completed in the first quarter of 2012.

Other infrastructure schemes include the redevelopment of Marbella’s La Bajadilla marina and fishing port. There are plans to build a €400m marina with 858 moorings, including six for super-yachts, and a 200-metre pier for cruise liners. There will be shops, bars, restaurants and a five-star hotel to line the quayside and at least four blocks of apartments, by 2015. The town hall is an enthusiastic supporter of this project because it believes it will help Marbella compete with rival tourist destinations in other countries.

There are also plans to extend Malaga’s commuter railway from Malaga Airport to Marbella, giving visitors and residents an alternative to travelling by road.

When these schemes are completed, their effect on the town’s property market will be transformative. The transport schemes will make it easier for holiday homeowners to access Marbella, while the new marina will draw tourists, providing opportunities to rent out properties.

British expats demand the right to vote

The ‘Votes for Britons’ campaign wants the millions of British expatriates to lobby the UK Government on the issue of enfranchisement.

A new, worldwide campaign has been launched by a group of expatriates living in France who argue that all British expats should maintain the right to vote in Britain regardless of how long they have been abroad.

The ‘Votes for Britons’ campaign is urging the 5.6 million Britons who permanently reside overseas, including those here on the Costa del Sol, to sign a petition on their website, votes-for-expat-brits.com, and to lobby ministers on the issue of enfranchisement.

Under the current legislation, Britons who live overseas automatically lose their right to take part in general elections if they have lived abroad for more than 15 years.

“Other nationalities who chose to live abroad don’t face having their right to vote taken away because they live in Spain or France, for example,” Anita Rieu-Sicart, a journalist working for the campaign, tells SUR in English.

A new Time Bank has recently opened in Marbella, where members trade abilities, services, and knowledge

Awareness campaign targets foreign domestic violence victims

The Junta-run helpline offers assistance to victims of domestic abuse in 51 different languages

This week the Costa del Sol branch of Soroptimist International, in collaboration with the Andalusian Women’s Institute in Malaga (I.A.M), launched an awareness campaign, aimed at foreign residents, of a free telephone number which assists victims of domestic violence.

“Soroptimist International is a Non-Governmental Organisation of professional women with some 90,000 members worldwide. Our aim is to advance the human rights and status of women,” explains the association’s, Lene Thygesen. “Very often when we give talks locally, foreign women who are suffering from domestic abuse ask us if there is any services to help them. I tell them there’s a telephone number that they can call which offers advice and help, but we’ve found that most of them had never heard of it; that’s why we’re launching this campaign directed at the British, Danish, Norwegian, Swedish, Finnish, German, Dutch and French-speaking communities.”
